Jean LaCour,
Ph.D., CAPP
Dr. LaCour is president and cofounder of the NET Training Institute, Inc., a school for life long learning in Orlando, Florida. Founded in 1996 as a nonprofit corporation with 501c3 tax status, the Institute has trained over eighteen hundred students who desire to minister to the wounded, the addicted, the marginalized and the poor. The Institute provides Christ centered and faith based professional level training in addiction, prevention, counseling, and recovery support services. The Institute is licensed by the Florida Department of Education and offers live instruction, distance education and contracts with organizations and churches desiring to improve support services in their own communities.
The Institute is a recognized training provider for several IC&RC boards including Florida, Georgia, Kentucky and World Federation of Therapeutic Communities; plus California’s CAADAC, nationally for NAADAC, The Association for Addiction Professionals and for Florida licensed social workers, mental health counselors and marriage and family therapists
Internationally Dr. LaCour has trained in over a dozen nations including Russia and India. She has presented at national addiction conferences in Pakistan and Egypt where she helps to train both Muslim and Christian students. She serves with Christian leaders from seven nations on the Leadership Council of ISAAC, the International Substance Abuse and Addiction Coalition based in England. ISAAC has over 400 members in 45 nations.
Nationally she serves as a member of “Partners for Recovery,” a steering committee for the Substance Abuse Mental Health Services Administration (SAMHSA). In 2004, her expertise in faith based substance abuse organizations led to her invitation to be on the faculty of panelists in national meetings for the Center for Substance Abuse Treatment (CSAT) Technical Assistance meetings for the “Access to Recovery” (ATR) voucher program. She’s served on Florida’s ATR Advisory Board, the Advisory Board for the National Addiction Technology Transfer Center (NATTC) and for the Southern Coast Addiction Technology Transfer Center (SCATTC).
Statewide she was on the Southern Coast ATTC workgroup charged with developing effective collaboration between faith based and secular clinical based treatment organizations to raise the standard of care and increase services for addicted people. The workgroup’s briefing paper is one of the first in the nation to provide practical tools and guidelines for effective partnerships in the substance abuse field. Gov. Jeb Bush appointed Dr. LaCour in January 2005 to serve on his Faith Based and Community Advisory Board. In 2006-07, Dr. LaCour was the statewide Faith Coordinator for Florida’s ATR program which served over 12,000 people.
In Orlando Dr. LaCour is co chair of the Faith Committee of the Orange County Coalition for a Drug Free Community. Annually she co hosts one of the nation’s oldest faith based recovery conference which draws national speakers and dozens of faith based recovery support ministries for networking, spiritual renewal, capacity building and skill development.
Honors: Ordained to ministry in 1994, she received the Arno Award for Outstanding Contribution to pastoral counseling by the NCCA. In 1999, she was recognized by Florida NAADAC as Professional of the Year for her pioneering work in promoting faith based addiction training, including professional counselor certification and program development for recovery ministries. Dr. LaCour and the NET Institute are truly dedicated to raising the standard.
